Incident-based civilian fire deaths from the Minnesota State Fire Marshal Division's annual “Fire in Minnesota” statistical report, table “Runs, Dollar Losses and Deaths by County” (Fire Deaths column). Derived from the Minnesota Fire Incident Reporting System (MFIRS) and reconciled to the SFMD's statewide fire-death count — the per-county Fire Deaths column sums exactly to the published statewide total each year (2018 = 37, 2019 = 47, 2021 = 68 = 152). Every county is listed each year, so a blank is a true zero (a complete statewide census). Excludes firefighter line-of-duty deaths. WINDOW: 3 reporting years — 2018, 2019, 2021 (no 2020 report; the modern report discontinued the county table), so the average-annual rate is computed over 3 years.
